Elizabeth from the Google My Business team announced in the Google My Business Help forums that they are now reenabling the ability to upload latitude and longitude data for your Google My Business locations via spreadsheet when you are in Brazil, Russia, India, Indonesia and Mexico.

I suspect the reason is, address data doesn't always map properly to the exact latitude and longitude of the business in those countries and thus added the latitude and longitude helps Google and Google Maps users locate the business.

We have a great new update to the bulk update feature for Google My Business. We are reintroducing latitude and longitude for spreadsheet upload in Brazil, Russia, India, Indonesia and Mexico. Latitude and longitude are used only when a location is first created in Google My Business, and only when we need additional clarification for where to place a business on the map. Although all users of the bulk upload spreadsheet can see the lat/long option, we will not accept lat/long unless the location is within the countries listed above.

The help document gives you a sample spreadsheet to download in order to implement this. Google said, "base your latitude and longitude on the center of your location" and Google will "only use latitude and longitude when we have trouble locating your address on the map. Even if you do provide them, they might not be used by Google My Business."
